CEC — Canadian Experience Class
The dominant draw type in early 2026. Targets candidates with skilled Canadian work experience. Cut-offs held tight at 507–515 throughout Q1. Volumes have shrunk from ~8,000 ITAs in January to ~2,000 in April — a deliberate signal from IRCC of tighter CEC management going forward.

  • Lower total PR targets.Canada's 2026–2028 Immigration Levels Plan reduced total admissions from ~485,000 (2024) to ~395,000. Fewer ITA slots with a pool of 234,452+ candidates = higher cut-offs for non-category draws.
  • CEC volumes deliberately shrinking.CEC draw sizes dropped from ~8,000 in January to ~2,000 in April. IRCC appears to be deliberately slowing CEC intake — possibly in anticipation of the proposed system overhaul.
  • Pool keeps growing despite draws.New candidates enter the pool faster than draws clear it. With 234,452+ active profiles, competition for non-category ITAs remains intense.
  • Job offer points removed.In March 2025, IRCC removed arranged employment points due to LMIA fraud. Many candidates who relied on these points lost their competitive edge overnight — and the pool is now more score-competitive without them.
  • IRCC using draws more strategically.Rather than clearing the pool with large general draws, IRCC is curating selections by occupation, language, and work history — which keeps overall cut-offs elevated for anyone not fitting a targeted category.

    CEC cut-offs likely to stay between 507–515. With ~6,000–8,000 candidates sitting between 501 and 513, and IRCC maintaining smaller draw sizes, the CEC cut-off is expected to remain in this range through Q2 2026 unless volumes increase significantly.
