Dec 19, 2025
Start-Up Visa work permits closed. IRCC stopped accepting new optional work permit applications for SUV applicants. Existing holders can extend, but new applicants from abroad are no longer eligible.
Mar 30–31, 2026
PNP powers expanded + passport fee increases. Provinces and territories now independently assess whether a candidate intends to reside and can become economically established — IRCC no longer does so autonomously. Canadian passport fees increased for the first time since 2013 (10-year adult passport: $163.50).

Eight immigration changes take effect. Rural employer LMIA flexibility expanded. New disaster-response public policies activated. Super Visa income requirement made more flexible for sponsors of parents and grandparents.

IRCC proposes replacing the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP) with a single unified program. Unified eligibility: high school diploma, CLB 6 language, 1 year TEER 0–3 work experience in the past 3 years.

High-Wage Occupation Factor
Job offer points — removed in March 2025 due to LMIA fraud — would return, but only for high-wage occupations. Three tiers: 1.3x, 1.5x, and 2x the national median wage. Engineers and teachers at 1.5x; physicians and university professors at 2x. List updated annually.

Provinces Get More Power
As of March 30, 2026, provinces and territories independently assess whether a PNP candidate intends to reside in their jurisdiction and can become economically established. IRCC officers can raise concerns but must consult the province — they can no longer override unilaterally.

IRCC's 2026–27 Departmental Plan confirms $154.9M in spending reductions this fiscal year, growing to $284.6M by 2028–29. Approximately 318 full-time positions eliminated by 2028. Employers and applicants should prepare for potential processing delays despite ongoing AI and digital modernization.
