Ontario Works (OW) is Ontario's social assistance program for people in temporary financial need. Often called "welfare," it provides monthly payments for food and housing, plus access to drug coverage, employment support, and other benefits. If you're struggling to cover basic expenses — and your income and assets fall below provincial thresholds — you may qualify. This 2026 guide explains exactly who qualifies, how much you can receive, how to apply, and what to do once you're approved.

The Basic Rule
To qualify for Ontario Works, your household costs must exceed your household income — and your assets must fall below the allowed limit. The program is designed to be temporary, with an expectation that recipients work toward employment. You do not need to be unemployed to apply; even part-time workers who can't cover their basic needs may qualify.

✅ Who Qualifies for Ontario Works in 2026?


You must meet all four of the following conditions:

  • Age 16 or older.There is no upper age limit — but eligibility ends when you turn 65 and transition to federal senior benefits (OAS and GIS).
  • Ontario resident.You must live in Ontario at the time of application. Newcomers with permanent resident status are eligible. Refugee claimants with an approved claim may also be eligible.
  • In immediate financial need.Your household costs (rent, food, utilities) must exceed your income and available assets. OW compares these against a provincial standard.
  • Willing to participate in employment activities.You must agree to work with a caseworker on a plan to find employment — unless you have documented medical or caregiving circumstances that prevent it.

💵 How Much Does Ontario Works Pay in 2026?


⚠️ Important context: Ontario Works rates have been frozen since 2018 — no inflation adjustment in 8 years. ODSP (Ontario Disability Support Program) received a 20%+ cumulative increase since 2022 and is now indexed to inflation. OW rates have not changed. A single person receives the same $733/month that was set in 2018, despite cumulative inflation of over 25%.

Shelter Allowance Rule
You receive the lesser of your actual shelter cost or the maximum listed above. If your rent is $600 and the maximum for a single person is $390, you receive $390. If your rent is $300, you receive $300. The shelter allowance doesn't top up below-market rent to the maximum.

No Earnings Exemption
During your first three months on OW, all employment income is deducted dollar-for-dollar from your benefit. If you earn $400, your OW payment drops by $400. This is designed to ensure the program targets immediate need.
📅 After 3 Months
$200/month Exemption Applies
After 3 consecutive months on OW, the first $200/month of net employment income is fully exempt — your payment doesn't decrease at all. Above $200, your OW payment is reduced by 50 cents per dollar earned. Working always leaves you better off than not working.

Single Person, $800/month Part-Time
After 3+ months: Exempt: $200. Taxable: $600. Deducted: $300 (50%). OW payment: $733 − $300 = $433. Total income: $800 + $433 = $1,233/month. Without working: $733. Working adds $500 to your monthly income.

Fully Exempt as Income
Child support payments are fully exempt — they do not reduce your OW benefit. Spousal support, however, is treated as income and reduces your payment. Child care costs can be deducted from earned income calculations.

📋 How to Apply for Ontario Works in 2026

    Apply online at ontario.ca/page/ontario-works. The online application takes 20–30 minutes. Submit one application for your entire immediate family. You can also apply by phone at the provincial centralized intake line: 1-888-999-1142 (Monday–Friday, 8:30 AM–5:00 PM). TTY: 1-800-387-5559.

    Gather your documents before you start. You'll need for every adult in the household: SIN card, OHIP card, government photo ID, birth certificate or immigration papers, two most recent bank statements, proof of income (pay stubs, EI decision letter), shelter costs (lease, rent receipts, or mortgage statement), and employment history for the past 24 months.

    A caseworker will contact you within 4 business days. They'll schedule a verification appointment to review your documents and circumstances. Missing documents are the #1 cause of delays — gather everything upfront. You'll receive your decision letter by mail, or faster through MyBenefits online.
  • 4
    Sign your application package and agree to employment participation. Unless you have a documented medical condition or caregiving responsibility, you must agree to work with your caseworker on an employment plan. This doesn't mean you'll lose benefits if you can't find work immediately — it means you'll participate in job search and skill-building activities.

    Set up direct deposit immediately. Payments are issued on the last business day of the previous month — your May payment arrives April 30. Direct deposit is the fastest and most reliable option. A free reloadable payment card is available if you don't have a bank account.

🗂️ Real-Life Examples


Marcus is 32 and lost his restaurant job in January 2026. He lives alone in a rented room for $600/month, has no savings, and has used up his EI. He applies to OW. He receives $343 (basic needs) + $390 (max shelter, even though his room costs $600) = $733/month. It doesn't fully cover his rent, but it's a floor while he looks for work and works with his OW employment counsellor on upgrading his skills.
Jasmine is 28 with two children (ages 3 and 6). She lives in Brampton and pays $1,200/month in rent, works part-time earning $800/month. Her OW basic needs + shelter: ~$1,000+. After the earnings exemption kicks in at month 4, she keeps the first $200 of earnings free. But her real game-changer: by filing her taxes, she also receives the Canada Child Benefit, Ontario Trillium Benefit, and GST/HST Credit. Her total monthly support exceeds $2,800 — more than triple her OW payment alone. Filing taxes is the single most valuable action she can take.

❌ Who Does NOT Qualify for Ontario Works?


  • Full-time post-secondary students— generally not eligible unless you're a single parent, have a documented disability, or an approved educational training plan through your OW caseworker.
  • People who haven't applied for EI first.If you're eligible for Employment Insurance, you're expected to apply for EI before OW. Failing to do so can delay your OW approval.
  • People with assets above the limit— if you have more than $10,000 in non-exempt savings or investments (single person), you'll be asked to spend those down first.
  • Visitors, tourists, and most temporary residents— you must have legal status permitting work or residency in Canada. Refugee claimants with valid permits may be eligible — contact your local office.
  • People who turn 65— OW eligibility ends at 65. You transition to OAS and GIS (federal senior benefits), which in most cases provide significantly more income.

Report Changes Immediately
Once approved, you must report any changes to your caseworker right away — not at your next scheduled check-in. Changes include: new or lost employment, income changes, new family members, address changes, or changes in assets. Use the MyBenefits portal (ontario.ca/mybenefits) to report changes, upload documents, view your payment status, and message your caseworker 24/7. Failing to report changes can result in overpayments — which OW can recover from future payments.
