Moving checklist: move from Quebec to Ontario

What this post covers
1. How to switch from RAMQ to OHIP, with no waiting period.
2. How to exchange your Quebec driver's licence and register your car in Ontario.
3. A day-by-day order of operations so nothing lapses.

If you are moving from Quebec to Ontario, three government jobs are waiting for you: a new health card, a new driver's licence and Ontario plates. The deadlines are short (30 days for your vehicle, 60 days for your licence), so the order matters. This checklist covers all three, whether you are crossing the river from Gatineau to Ottawa or relocating from Montreal to Toronto.

Moved to Ontario? Get OHIP card, Driver's license, and Car plate

Which Mover Are You?

Scenario A · Gatineau to Ottawa
You may still work or send kids to school across the river. The rules apply the moment Ontario becomes your home, so start the clock on your move date.
Scenario B · Job transfer to Toronto
Your employer may offer a start date before you have a lease. Get documents proving Ontario residency early; you need them for OHIP.
Scenario C · Family with a car
You carry the longest list: health cards, licences for both adults, safety inspection, insurance and plates, all within 30 days.

Your First 90 Days: Deadlines at a Glance

first thing to do when moving from Quebec to Ontario

Counting from your first day living in Ontario, here is how the deadlines line up. The RAMQ end date depends on which day of the month you arrive.

Timeline from move-in day (days)
Deadlines
Day 0–30 · plates
Day 30–60 · licence
Day 60–92
RAMQ coverage (ends on the 1st day of the 3rd month after you arrive)
Covered at least 62 days
Up to day 92
Example: arrive June 10, RAMQ ends September 1 (83 days). Arrive June 30, it ends September 1 (63 days).
Sources: ontario.ca (60-day licence rule), MTO Driver's Handbook (30 days to register a vehicle), RAMQ moving outside Quebec. Day counts for RAMQ are my calculation from the stated rule.

Step 1: Health Card (RAMQ to OHIP)

Ontario states there is "no longer a waiting period for OHIP coverage." If you are eligible, coverage starts immediately, so apply as soon as you have proof of Ontario residency. Meanwhile, RAMQ keeps covering you until the 1st day of the 3rd month after you arrive. Do not assume that gap lets you wait: book your ServiceOntario visit in your first week.

What to bring to ServiceOntario

▸
A completed Registration for Ontario Health Insurance Coverage form.
▸
Three separate original documents, no photocopies: proof of Canadian citizenship or status, proof of Ontario residency (for example a lease), and proof of identity.
▸
Apply in person at a ServiceOntario centre. The page does not state a card delivery time for adults.
Don't forget Quebec
Tell RAMQ you are leaving and return your Quebec health card. RAMQ says public prescription drug coverage ends on your departure date, so line up your Ontario coverage before then. If you rely on a private plan, check when it starts.

The general OHIP rule on ontario.ca also asks you to make Ontario your primary residence and to be physically in Ontario for 153 days in any 12-month period. Check the OHIP page for your own situation.

Step 2: Exchange Your Quebec Driver's Licence

How to exchange Quebec license to Ontario driver's license

You may drive on a valid out-of-province licence for 60 days after moving to Ontario. After that you need an Ontario licence. Exchanges are done in person at a DriveTest centre (or the ServiceOntario Bay and College location in Toronto).

ItemWhat Ontario says
WhereIn person at a DriveTest centre
DocumentsOriginal ID showing legal name and date of birth, your original valid licence, and original proof of driving experience in English or French
TestVision test; a knowledge or road test may be needed depending on your circumstances
FormApplication stating how long you have been driving
Class G or MDeclaration that Ontario is your primary residence and that you are legally in Canada (effective May 11, 2026)
FeesNot listed on the page; check DriveTest

The Ontario page has no Quebec-specific section, so ask DriveTest whether your licence class needs any test. I could not confirm what happens to your old licence after the exchange.

Close out Quebec
The SAAQ form "Cancellation of the Registration of a Vehicle Licensed or Sold Outside Québec and/or a Driver's Licence" lets you cancel both. You attach a copy of the registration from your new province. In most cases the SAAQ says you can be reimbursed, based on the dates involved.

Step 3: Register Your Car and Get Ontario Plates

Vehicle inspection for a Safety Standards Certificate before registering in Ontario

New Ontario residents have 30 days to register their vehicle, according to the MTO Driver's Handbook. Because you need an Ontario driver's licence to register, do your licence exchange first or in the same week.

1
Get Ontario car insurance. Ontario has compulsory auto insurance and you cannot register without proof of coverage (the pink slip). Quebec's public plan covers injury, but in Ontario you buy a full private policy. A BrokerLink guide cites a $200,000 minimum liability; confirm with your insurer.
2
Book a Safety Standards Certificate at a licensed inspection station.
3
Bring documents to ServiceOntario: Ontario licence, proof of insurance, safety certificate, your original permit from Quebec, and the vehicle registration application form.
4
Pay the fees. One insurance-broker guide lists $32 for the permit and $59 for plates, and notes 13% HST may apply to some vehicles. Treat these as estimates and confirm with ServiceOntario.
5
Plates stay with you. Ontario uses a plate-to-owner system, so if you sell the car, take the plates off.

The Ontario.ca vehicle page was not available when I checked, so the document list and fees come from the MTO handbook and an insurance-broker guide.
