Canada's immigration system doesn't score your raw IELTS band. Instead, IRCC converts each of your four skill scores into a Canadian Language Benchmark (CLB) level — and that CLB level determines both your program eligibility and how many CRS points you earn. This guide breaks down exactly what you need in 2026, skill by skill and program by program.
How CLB works — the rule that trips most applicants up
CLB runs from 1 (beginner) to 12 (near-native). The four skills — Listening, Reading, Writing, Speaking — are each converted independently. Your lowest skill score sets your eligibility threshold. Your CRS points, however, are calculated per skill, so a higher score in any individual skill still adds points even if another skill is lower.
A 7.5 in Listening, Reading, and Speaking with a 5.5 in Writing means your eligibility CLB is 6 — not 7. One weak band can disqualify an otherwise strong application. Fix your weakest skill first.
IELTS General Training vs Academic — which one for immigration?
Only IELTS General Training scores convert to CLB for immigration purposes. IELTS Academic is not accepted for Express Entry, most PNP streams, or citizenship — regardless of how high your score is. The only exception: both Academic and General Training are accepted for PGWP applications since November 2024.
Many applicants sit IELTS Academic for university admission, then assume they can use the same score for Express Entry. They cannot. If you plan to immigrate, book IELTS General Training from the start.

Canadian citizenship
Applicants aged 18–54 must demonstrate CLB 4 in Speaking and Listening only. Reading and Writing are not evaluated. This is a significantly lower bar than permanent residence requirements.
How much does CLB actually move your CRS score?
Language is the single highest-value factor in CRS — worth up to 136 points for a single applicant. Here's the impact of each CLB jump, all four skills equal:
Moving from CLB 7 to CLB 9 across all four skills adds 56 CRS points — more than a full year of Canadian work experience (40 pts) or having a Canadian degree (15 pts extra). In 2026 Q1, CEC draw cut-offs held between 507–511. A 56-point language boost can be the difference between waiting 12 months and receiving an ITA within weeks.
IELTS vs CELPIP — which should you take?
Neither test is officially easier. Choose IELTS if you're preparing from outside Canada — the prep ecosystem is significantly larger. Choose CELPIP if you prefer a fully computer-based format and are already exposed to Canadian English daily.
How to reach CLB 9 — skill-by-skill tactics
- LListening — target 8.0: CLB 9 in Listening means roughly 2–3 errors in 40 questions. Daily immersion with CBC Radio or Canadian podcasts. Dictation exercises to train accuracy, not just comprehension.
- RReading — target 7.0: General Training Reading is more practical than Academic, but time pressure is the main challenge. Practice with a strict 60-minute timer. Build a scan-and-locate habit for Section 3.
- WWriting — target 7.0: Task 1 is a formal letter; Task 2 is a discursive essay. Examiners reward lexical range and grammatical control. Get at least 2–3 rounds of examiner-level feedback before test day.
- SSpeaking — target 7.0: Fluency, coherence, vocabulary range, and pronunciation accuracy are the four criteria. Record yourself and listen back critically. Pay attention to filler words and sentence complexity.
- TTiming your test: IELTS scores are valid for two years from the test date. If your Express Entry profile might sit in the pool for 6–12 months, factor that into when you sit the exam so your scores don't expire mid-process.
